English Councils Intend to Sell Off Community Hubs and Leisure Facilities to Balance Books

According to a latest study of local authorities, English councils are preparing to sell community centers, sports centres, and retail spaces as they rely on a rapid disposal of properties to stabilize finances.

Growing Fiscal Pressures Prompt Asset Sales

A coalition of councils representing major urban areas in England stated that six out of ten of councils are intending to sell assets to meet the rising costs of adult and children’s social care.

Local governments have in the past come under fire for disposing of playing fields and land to support their finances, but they argue they must proceed to raise vital cash from asset sales or declare themselves bankrupt.

This coalition said that a significant number of councils attempting to generate funds from a quick sale of holdings represented “a clear change from 2024, when the largest share (60%) of municipal officials said they would focus on service redesigns and using financial reserves to manage increasing financial challenges.”

Detailed Examples of Planned Sales

One local authority in Kent announced its asset disposal plan included the sale of a retail complex in Rainham and a community venue in another town to generate £20m over the next half-decade.

  • A local golf course and commercial properties owned in Worcestershire and Suffolk, which all provide rental income for Medway council, will also be sold under the plan.

Council Tax Rises and Broader Fiscal Strains

The survey of councils in the key cities group, which includes several urban centers, also found that more than 70% of councils will need to increase council taxes next April to address the rising cost of core provisions, higher levels of homelessness, and a persistent accommodation deficit.

Medway council said it will press ahead with property disposals after steep rises in the cost of youth support, support for vulnerable learners, adult social care, and short-term housing.

“We are adopting creative strategies but some of these require time to achieve both improved services and financial savings,” said a council leader.

He added: “We face demographic pressures which will continue to add to the pressures we have. As a unitary authority, we had a 91% cut in our central funding from over the past decade, which is extremely difficult.”

National Trends and Forecasts

Research of regional authorities recently also found council budgets being strained by the increasing figures of young people and older individuals requiring special educational assistance.

The County Councils Network said that council deficits will reach 4.4 billion pounds a year by 2029, as they struggle to cope with rising needs.

Government officials have put off planned reforms to the special educational needs framework until the coming year after a policy document outlining those reforms has been postponed.

Disadvantage and Funding Gaps

Based on the most recent deprivation measures (IMD) for English councils, several participating urban areas were among the most disadvantaged in England.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the top 30 across the country under the latest deprivation indices,” said the report.

“Although only one key city is among the ten most deprived for disadvantaged communities countrywide, cities are far more likely to be in the most deprived fifth of England. The figures underscores the extent of challenges confronting municipal officials across key cities in the coming year,” the report added.

“Local government leaders have been explicit about the necessity for a fair and sustainable funding system that reflects and addresses the real levels of disadvantage and demand,” said a council leader.

“Without this, councils will persist to face impossible choices around which essential services to fund, and which to cut, to the detriment of their communities.”

A fifth of local authorities have cut or compromised care services in the last year, the survey revealed.
